If a building or structure is removed, altered, repaired, converted or maintained, it is probable that a permit is required. Fees vary based on permit type and are listed in the Village Fees and Charges Schedule. All permit applications can be found in the Document Library and must be submitted to the Planning and Inspections Department in person at 395 Magnolia Rd.

The Local Historic District Map identifies which properties are included in the district.

The Local Historic District Standards and Guidelines explains the regulations and permitting process for all projects in this district. All new construction is considered to be major work and will be subject to approval of a Certificate of Appropriateness by the Historic Preservation Commission.

Permit fees are based on total square footage (heated/unheated) for new construction and additions. Residential fees are .37 cents per SF and commercial fees are .65 cents per SF. Mobile homes and manufactured housing are allowed in certain zoning districts. Modular homes are allowed throughout the Village. For more information, please contact the Planning and Inspections Department at (910) 295-2581.

Trash is collected on Monday and Thursday for residents who live east of Highway 5. Trash is collected on Tuesday and Friday for residents who live west of Highway 5. 

The water/sewer system is operated by Moore County Public Utilities Department. You can contact them at (910) 947-6315.

Public Services will pick up and recycle used appliances (i.e. white goods). Please call (910) 295-5021 to schedule an appointment for pickup.

There is no solid waste collection on Village observed holidays. For a list of holidays, click here.

You can call the Public Services Department at (910) 295-5021.  If you need an extra can there is a charge of $56.00 for the large can and $54.00 for the small can.  If you move into a brand new home, you will get one can free.  If you move into an existing home, the previous owners should have left the can.  If not, we will replace it without charge.

According to the Municipal Code, page 1206-1, "trash receptacles must be placed curbside prior to 7:00 a.m. on the day of pickup and must be removed from curbside by the end of the day of pickup".

The pool at Cannon Park is privately owned.  You may call (910) 295-3313 to obtain additional information regarding the usage of the pool.

If you observe weeds or tall grass over eight (8) inches in height, you may notify our Code Enforcement Officer by visiting the Citizen Service Desk who will conduct an inspection and send a violation notice to the property owner.

Boats are allowed to be parked on private property for seven (7) days each month, per the Pinehurst Development Ordinance.

Moving vans/trailers are allowed to be stored on private property for a short period of time. RVs may be located on private property for no longer than twelve (12) hours if the RV is registered to the current property owner and if it is being loaded or unloaded for a trip.

Every Spring, the Village prepares its annual resurfacing schedule.  For questions concerning resurfacing, please contact the Village Engineering Department at (910) 295-1900.

To request a reservation, please visit the Citizen Service Desk or call (910) 295-0166. A $500 deposit is required to reserve a date. The cost of rental will vary depending on the day of the week, type of event, and/or equipment needed.

The physical address of your property can be found by visiting the Planning and Inspections Department at 395 Magnolia Road.  Once here, you may reference the "blue books" and the maps in our lobby to obtain your physical address.  If your property is on a corner lot, the address would be assigned based on the direction that your house faces.

The Village does not maintain deed or survey information. Check your closing paperwork, your closing attorney’s office or the builder of your home. If you would like to get a copy of the deed to your property, you may also contact the Register of Deeds office in Carthage, NC at (910) 947-6370.

To determine your setbacks, first locate your property on the Zoning Map. Next, you can reference the zoning district on the Table of Dimensional Requirements (Section 10.2.2.2) in the Pinehurst Development Ordinance.

If there is a house under construction nearby, a silt fence may be required. If this fence has fallen, please allow 48 hours for the fence to be repaired. After this time, you may contact the Inspections Department. If a neighbor is directly piping water onto your property, this could be a nuisance violation. Please contact the Code Enforcement Officer at (910) 295-2581 to arrange an inspection. If your property is located in a Flood Plain or in a low-lying area, you may employ one of the many erosion control methods available to you, including the installation of drains, catch basins, rip rap and vegetative buffers to retaining walls. Permits may be required.

Moore County Public Utilities (MCPU) operates the water system that serves Pinehurst and implements any water restrictions. To report those believed to be in violation of the mandatory water restrictions, contact MCPU at (910) 947-6315. Owners of private irrigation wells are not subject to the water restrictions imposed by Moore County.

These issues are all considered civil matters. The Village does not get involved in these types of disputes. All trespassing questions should be directed to the Police Department at (910) 295-3141.

The Village of Pinehurst contracts with the Moore County Tax Department for all assessment, valuation, billing and collection of property taxes. To pay your property tax bill online, visit the Moore County Tax Department website. If problems or questions arise, call the county Tax Department at (910) 947-6388.

The ad valorem tax rate for 2007 is $0.28 per $100 of assessed value.

The Pinehurst fire station located at 405 Magnolia Road is a Child Safety Seat Check Point. To have your child safety seat installed or inspected, please stop by the station on Wednesday or Saturday from 9:00 am – 4:00 pm.

Fire Department staff installs both smoke detectors and carbon monoxide detectors. Please call the Fire Department at (910) 295-5575 to schedule an installation.

Residents should change the batteries in their smoke detectors twice a year at Daylight Savings Time.

The Pinehurst Fire Department consists of 27 full-time paid firefighters; there are no volunteer firefighters in Pinehurst.

The Village has two fire stations. The main station is located at 405 Magnolia Road, and a sub-station is located at 15 Parker Lane.

Residents may obtain a copy of an incident/accident report by visiting the Police Department at 420 Magnolia Rd.

To get fingerprinted, please call 910-295-3141 to schedule an appointment. Please bring your photo ID and the fingerprint card furnished by your employer to the Police Department at 420 Magnolia Rd. Police Department staff prepare Child ID kits by appointment.

You can pay your parking tickets online by visiting the Citizen Service Desk or you can make your payment at the Village Hall at 395 Magnolia Rd. Traffic tickets must either be paid at the Courthouse in Carthage, the Magistrates Office located at the Moore County Jail or settled in court.
